Choose the decisions before assigning letters
A RACI chart is most useful when it records who decides an actual question. Start with a small list: approve a metric definition, accept a quality exception, grant access to a dataset, approve sharing with a vendor, and close a correction. “Own the data” is not an action with a clear output. The same individual may hold more than one role in a small organisation; document when their authority differs by decision.
Separate authority from execution
For a disputed sales metric, the business owner may be accountable for meaning, the steward responsible for coordinating the review, the analyst responsible for implementing the approved logic, and finance or privacy consulted as needed. A technical administrator’s power to alter a table does not automatically grant authority to accept the business consequence. Make the handoff explicit.
Test the uncomfortable cases
Use a synthetic disagreement: finance and operations calculate “active customer” differently. Who can approve the definition? Who validates the query? Who informs report consumers? What happens when the decision owner is unavailable? If every box is assigned to a committee, the dispute can still sit unresolved. A useful matrix includes delegated alternatives and the escalation path.
Keep the matrix small and maintainable
Keep only decisions with material business impact or recurring confusion. Link each row to a maintained decision record, not an assumed job title. Review roles when staff, systems or vendor arrangements change. A consultant can facilitate the discussion, but an authorised sponsor must approve the operating model. Treat the RACI as a working hypothesis until a real decision successfully follows it.
What buyers usually ask
Should every dataset have an executive owner?
Ownership should fit business consequence and decision authority; blanket executive assignment can obscure accountability.
Is RACI a legal control?
It can support operational clarity but does not replace statutory responsibilities or legal advice.
Start with one decision, not a platform purchase.
